I have the honour to acknowledge
receipt of your Despatch No. 75 of 9th. March, 1911, relative
to the Sterling Salary of certain Cadet Appointments. I shall
address you in regard to this general subject, as soon as I
have in accordance with your instructions ascertained the
attitude of the Legislative Council on the one hand and of the
Cadets on the other to the proposals.

In regard however to paragraph 8 of
your Despatch, I desire to point out that although it is well
understood that since the introduction of the Police Pro-
--bationer System Cadets have no longer any preferential clair
to Police Appointments, it has, I believe, always been admitted
that Cadets who entered the Service prior to that date have
not forfeited the claim to Police Appointments which may be
considered to have formed part of the inducements of the
Hongkong Service at the time they joined it. This view has
been frequently expressed to me by Sir Henry May and was if
